The Annex to this paper provides outlines of and web links to specific initiatives across the public sector in the United Kingdom. There is nothing new about the idea that policy and practice should be informed by the best available evidence. Researchers and analysts have long worked with and within government to provide evidence-based policy advice, and the specific character of the relationship between social research and social policy in Britain was shaped in the 19th and 20th centuries Bulmer The s represented a previous high point in the relationship between researchers and policy makers Bulmer , Finch However, during the s and early s there was a distancing and even dismissal of research in many areas of policy, as the doctrine of "conviction politics" held sway.

What counts is what works — but how can we actually tell what works? And what can we do with such knowledge to influence policy and practice? The authors consider the role of evidence in specific public policy areas healthcare, education, criminal justice, social care, welfare, housing, transport, and urban renewal , using experts in each field to explore the creation, dissemination, and use of evidence within each.

Social workers increasingly are seeking information about evidence-based practices. Numerous resources are emerging to help connect research to practice and provide information that can be helpful to practitioners. Since the term evidence-based practice EBP is used in numerous ways, definitions will be provided that can help expand social workers understanding of EBP. Since the identification of evidence-based practices involves assessing the available body of practice-relevant research, having a robust social work research base is important. In April , the National Institute of Mental Health NIMH hosted an invitational symposium of social work leaders, representatives from federal agencies and national organizations, consumer and advocacy groups, and experts who were implementing model EBP efforts in states and at schools of social work.

Systematic reviews have become an important methodology in the United Kingdom by which research informs health policy, and their use now extends beyond evidence-based medicine to evidence-based public health and, particularly, health inequalities policies. This article reviews the limitations of systematic reviews as stand-alone tools for this purpose and suggests a complementary approach to make better use of the evidence. That is, systematic reviews and other sources of evidence should be incorporated into a wider analytical framework, the public health regime defined here as the specific legislative, social, political, and economic structures that have an impact on both public health and the appropriateness and effectiveness of public health interventions adopted. At the national level this approach would facilitate analysis at all levels of the policy framework, countering the current focus on individual interventions. It could also differentiate at the international level between those policies and interventions that are effective in different contexts and are therefore potentially generalizable and those that depend on particular conditions for success. The reduction of health inequalities has been an important part of the political agenda in the United Kingdom since the election of New Labour in

Evidence-based policy EBP is an idea in public policy proposing that policy decisions should be based on, or informed by, rigorously established objective evidence. The implied contrast here is with policymaking based on ideology or 'common sense'. It is also assumed that social goals are best served when scientific evidence is used rigorously and comprehensively to inform decisions, rather than in a piecemeal, manipulated, or cherry-picked manner. The move towards evidence-based policy has its roots in the larger movement towards evidence-based practice , which was prompted by the rise of evidence-based medicine in the s. It is, nevertheless, a controversial idea.
